Who are the targets of ICE detainers?

The Department of Homeland Security, through its Border Security  division daily apprehends and subsequently detains through the division of Immigration and Customs Enforcement (ICE) thousands of persons believed to be present in the U.S.A. without proper travel or work visas.

Query — Is the detention process currently in use essential to fulfilling the DHS’s mission of protecting the nation’s security?
