Under the Trump administration, the attitude that a migrant might as well be a criminal justified the expansion of the for-profit detention system. 

The for-profit detention system exists alongside a history of the government delegating to private contractors the work of running prisons throughout the country. 

One problem with using the prison company to operate an immigration processing center is that people in detention are not criminals. 

But for several years now, migrant detainees, and their children, are often housed in conditions that function exactly like a prison for criminals.
